A monitoring system is a tool to track the activities and performance of a program throughout its lifetime. The system maps the services a program is providing, monitors what stage of execution the program is at, and who is benefiting from it. The prior development of an M&E framework with outcomes, deliverables and activities, and their respective indicators, is a mandatory stage of the implementation of such a system.
