NGO Recode hired Plan to evaluate the impact of the Conecta Bibliotecas project. We revised the questionnaire to be used in periodic online surveys of visitors to libraries in 21 states, and analyzed the resulting baseline and endline data. At the end of each data collection period, we prepared detailed reports that highlighted key findings and illustrated trends related to project indicators. We also complemented this quantitative data analysis with semi-structured interviews with librarians at participating institutions.
