UNESCO hired Plan Eval's director Fabrizio RIgout for the preparation of a tool for evaluating the institutional performance of the National Archives, taking into account the missions of its 6 directorates. After an extensive round of interviews and the collection of administrative documents, SWOT matrices were produced and diagnostic tools were delivered for each directorate. The final product was an evaluation tool with indicators in the areas of preservation, digital migration, access, management, extension and public affairs.
