For the Public Housing Department of the city government in São Paulo, Plan Eval developed a participatory monitoring and evaluation plan involving senior and middle-management of its programmes: slum urbanization programs, tenement upgrades, subsidized rent, land title registration and retrofit of housing estates. Procedures were defined for evaluation social work in all programmes. The indicators generated were integrated into a database for prioritizing and monitoring housing interventions developed in partnership with Cities Alliance.
