In this work, Plan Eval advised the Municipal Council for Children and Adolescents (CMDCA) in the elaboration of its ten-year plan, a binding document for all childhood and youth-oriented programmes across municipal deparments. The plan was based on a diagnosis of the situation at the time in health. The results were presented at a conference and, after a debate with the participation of government and civil society, an action plan was delivered and sanctioned by the City Council.
