This work consisted in the assessment of the social conditions of children and youth in a city of 354.000 inhabitants and the elaboration of two policy documents: a 10-year human rights plan for children and adolescents; and a 10-year plan for social assistance to underage offenders. The process was intensively participatory and based on discussion rounds with counselors and executing partners. Plan Eval conducted in-person interviews, focus groups and plenary sessions as well as extensive secondary data collection and analysis.
