The Green Line Program created and revitalized recreational spaces for a decade. It sought to organize urban expansion, preserve the environment and improve mobility in a sustainable way. This evaluation, supported by the Plata Basin Development Fund (FONPLATA), included a revision of the Logical Framework, user opinion surveys, desk reviews and stakeholder interviews. In addition to applying DAC-5 criteria to the analysis, the evaluation highlighted the adaptability of government bureaucracy as an essential driver of programme success.
