NGO Plan International hired Plan Eval to perform the ex-ante evaluation, including baseline data collection, of the Caring Families project. They aimed to understand the contexts and learn about the attitudes of mothers, fathers and caretakers of children aged 0 to 6. The research also looked into children's overall development process, the value of game playing, non violent educational practices and of practices for adequate stimulation. Plan Eval created a customized scale to measure and synthesize the appropriateness of such practices.
