The evaluation of the Decentralized Food Security Project (PDSA II) in São Tomé and Príncipe, Africa, was carried out between 2014 and 2015 with support from the Portuguese Cooperation Agency. It consisted of a desk review, followed by 109 semi-structured interviews with researchers, extensionists and farmers, as well as participatory observation. A highlight of this project was the involvement of the country's federation of NGOs in the evaluation. The experience was described in an article presented at the EES 2016 Conference in Maastricht.
