Plan Eval's first ever contract in 2007, this project consisted in the design and execution of evaluative surveys in the public housing sector. Measurements of results and impacts were carried out based on a set of indicators and procedures developed for this purpose. The "minimum" indicators of evaluation applied to all programmes of the Superintendency of Popular Housing and were consistent with the Millennium Development Goals. In addition to the semi-experimental method evaluations, qualitative studies were carried out.
