For the entire portfolio of Brazil's South-South and Trilateral cooperation (CSST) programmes supported by UNICEF, the Plan Eval team carried out this process evaluation focused on improving effectiveness. Our team mapped operational workflows, streamlining processes and reviewing monitoring instruments of the CSST Program. Plan Eval then produced a full set o requirements for a monitoring, evaluation and learning (MEL) framework as well as a system mockup ready for development.
