In the evaluation of the Cascavel Integrated Development Program carried out in 2020 in a medium-size city in Southern Brazil (population 348.000), the Plan Eval team conducted extensive research with users of parks and public transportation, counted the flow of cyclists and buses to estimate environmental gains and carried out a cost-effectiveness analysis of this multi-year, IADB-sponsored urban upgrade programme. The evaluation was used to report to financiers, notably the IDB, and to draw lessons for the city's urban planning.
