IIn 2011, the municipality of Paranaguá/PR signed a loan agreement with the Inter-American Development Bank (IDB) ito fund the Social and Urban Integrated Development Programme. The programme aims to improve the quality of life of the population by targeting urban infrastructure, social development and institutional strengthening. Plan Eval carried out the final evaluation of hte programme's relevance, efficiency and effectiveness. To do so, our team performed desk reviews, interviews and a survey.
