Based on the previous experience of the programme, this technical and highly participatory consultancy made use of a qualitative approach to develop a MEL framework for the Brazil-UNICEF South-South Cooperation programme. By adopting such tools, decision-makers are able to asses in a more efficient way the results and impacts achieved through the cooperation fostered by Brazil and UNICEF in Global South countries.
