This technical and highly participatory consultancy made use of a qualitative approach to develop a Monitoring, Evaluation and Learning framework for the Brazil-UNICEF South-South and Trilateral Cooperation programme. With a MEL framework, decision-makers are able to asses in a more efficient way the results and impacts achieved through the cooperation fostered by Brazil and UNICEF in Global South countries.
