Evaluating Readiness to Implement Open Government: The Brazilian Case in Comparative Perspective

This paper explores Brazil's ongoing experience with regulating the constitutional right to access government documents, and developing a means of universalizing access. It also describes the results of an assessment of government institutions' "readiness" to grant public access, discusses the main findings, and compares this experience to those of other countries.
