Founded in 2007, Plan Evaluation is a consultancy firm dedicated to monitoring and evaluating public-interest programmes, headquartered in São Paulo, Brazil and with a subsidiary in Greater Brussels, Belgium.

We offer solutions to measure and evaluate the impact of interventions on any scale, from local development projects to multi-country programs. Our diverse staff can conduct research and produce reports in English, Portuguese, Spanish, French, and Dutch with native proficiency, and have strong academic backgrounds and international experience working with national governments, non-profits and multilateral agencies.

Our mission is to use social science methods to analyze the performance of institutions acting in the public interest, and to help them amplify, improve, and sustain societal benefits.

Fabrizio Cardoso Rigout

Fabrizio Rigout • Director

Fabrizio holds a Ph.D. in Sociology from the University of California, Berkeley. His expertise includes survey research design, interview methods, and interpretation and measurement of cultural variables. He is the executive director at Plan.

Renata Leal

Renata Leal • Researcher

Renata Leal holds a degree in Public Administration from Fundação Getúlio Vargas, where she also worked on projects at the Public Administration and Government Center (CEAPG-FGV). At Plan Evaluation, Renata is responsible for research and data collection.

Carla Sanche Magalhães

Carla Sanche • Evaluator

Carla Sanche holds a BA in architecture and urbanism from the Federal University of Rio de Janeiro, an MA in urban planning fromUniversidade Federal Fluminense, and a graduate course in social participation from the Universitat de Barcelona. Carla has extensive experience in strategic planning, social work, survey research in urban settlements and participatory evaluation.

Camila Cirillo

Camila Cirillo • Evaluation manager

Camila studied public administration at the State University of São Paulo and earned an M.A. in social program management and evaluation from the Complutense University of Madrid. With extensive experience with mixed-methods research and participatory planning, she has been coordinating evaluations at Plan since 2012.

Fernando G. Marques

Fernando G. Marques • Evaluator

Fernando has an MA in Political Science from the University of São Paulo and a BA in Public Management from São Paulo State University. At Plan he works with large-scale survey research and policy analysis, database management, experimental models and the construction of indicators and indices.

Rafaela Cordeiro Antoniazzi

Rafaela Antoniazzi • Evaluator

Rafaela holds an M.A. in Economics from McGill University and a BA in International Relations from FAAP. At Plan since 2014, she coordinates impact evaluations, econometric studies, and statistical analyses. Rafaela led evaluations in such areas as education, nutrition and rural development, among others.

Peter Glennon Lanzarotta Smith

Peter Smith • Data manager

Peter holds a B.A. in Sociology from Princeton University. His experience includes qualitative and quantitative analyses of topics such as food security, children and teenagers, poverty and environmental conservation. At Plan, Peter is responsible for survey research design as well as the company's cloud-based data collection infrastructure.

Laís Bertholino Faleiros

Laís Faleiros • Researcher

Laís holds a degree in Public Administration from São Paulo State University and a Masters in Management of Public Organizations and Systems from the Federal University of São Carlos. She is responsible for research activities and field supervision.

Henrique Alexandre Castro Barbosa

Henrique Barbosa • Office manager

Henrique has a degree in public policy management from the University of São Paulo, and is reponsible for managing administrative affairs

Pauline Catherine O Mauclet

Pauline Mauclet • Researcher

Pauline holds a degree in economics and management from the University of Namur in Belgium and a master's degree in strategy and innovation. During her graduate studies she developed interest in policy evaluation using quantitative methods, which is the focus of her work with us. Prior to joining Plan, Pauline worked at UNCTAD.
